The transfer window may start from May next year, AIFF's proposal to start under-23 district competition

AIFF president, however, has proposed the state association to introduce an under-23 competition comprising some districts which are around a one-and-half hour distance.

The All India Football Federation (AIFF) president Kalyan Chowbe and secretary Shaji Prabhakaran in a scheduled meeting with the IFA secretariat on Sunday at the federation's Kolkata office has given a hint that the local and inter-state transfer window might be brought forward. It starts generally on 9th June. The AIFF president hinted that it could start from 1st May next season. 

AIFF president Kalyan Chowbe when asked about the issue said, "IFA has proposed to bring the transfer window forward from next season. We will think of it and try to make it happen."

Although Fifa's first transfer window opens in June, the AIFF president has reportedly revealed that Fifa has allowed its respective country football associations to set up the time of transfer windows. Swarup Biswas, one of IFA vice-presidents commented, "It will be extremely helpful for us if the transfer window is brought forward from June to May. We can start the Premier League earlier than we start it now at the end of June." 

AIFF president, however, has proposed the state association to introduce an under-23 competition comprising some districts which are around a one-and-half hour distance. According to Biswas, "As no foreign footballer will be allowed to participate in the Kolkata Premier League, the AIFF proposed mainly to explore potential footballers from different districts who can be scouted by the participating Premier League clubs for the League."

IFA has also made a couple of more significant proposals to the AIFF. Secretary Anirban Dutta revealed, "We have requested them to help us renovate IFA ground in Maidan and also to provide a fitness coach and a rehab specialist. Several potential footballers have been forced to quit the game even at their best form due to injury. The federation president, agreeing to the request has divulged that this program can be conducted zone-wise. That can also help us. If we get a rehab specialist and a fitness coach for three to four months, several footballers, struggling to come out of the injury, can be back in the game after the treatment."
